How many fans are able to be in a pc or do they change for different pc cases
Depends on the case, but in a properly designed case, too many fans will actually cause problems as it will disrupt the airflow design.

Moar fans does not mean betterer, you spec them where they're needed... on a good case, the included fans will normally be enough.

I have the pc specialist P209 case would that be eligible for fans at the top of the pc. I’m sorry if I’m sounding extremely dumb I am just new to this stuff.

Yes but if all the headers are already in use you'll need splitters
Ah, yes, the motherboard should supply splitters if required.

Really though, if they're RGB fans, you'll need a controller to plug them into.

If they're non RGB fans then there definitely should be headers on the mobo just for the fan inputs, most nowadays have at least 4 or 5 headers.

If fitting fans check before installing, making sure airflow direction is going the way you want (never assume)

a light piece of paper from a notebook or till receipt at good to see if blowing or sucking.

route cable before fitting fan to case (but do not connect cable).
