It can take 2 x 140mm fans in the top.I have the pc specialist P209 case would that be eligible for fans at the top of the pc. I’m sorry if I’m sounding extremely dumb I am just new to this stuff.

Really though, if they're RGB fans, you'll need a controller to plug them into.
If they're non RGB fans then there definitely should be headers on the mobo just for the fan inputs, most nowadays have at least 4 or 5

yes that is what I mean, I am not sure where the fans are supposed to be fitted.Just found a better picture of the case from elsewhere and I can't see any fan mounting points in the roof:
