Hey, I just received my PC back from PCSpecialist today so I thought I'd give a final update on this thread.
In my case, the problem ended up being a faulty GPU which was causing the problems I described here. The GPU got misplaced during transit so I also got a little scare at my PC still not booting lol, but after reseating it everything is working great!
