I am building a laptop and my budget cannot exceed £1375.

And what will you be using it for? I ask because 32GB is a lot of RAM (twice what is the norm) and you only have a fairly small (512GB) storage drive in there.

I don't need too much storage as i already have a 1tb external ssd. I am also going to be using it for programming and video editing - i would like it to be as future proofed as possible.

Your budget is a limiting factor for your uses:

The 3700x would be far more appropriate and lowering the GPU to the 2060 for your uses.

For Video Editing, you NEED a scatch drive, it's totally necessary.

This is the very LEAST that I would suggest if you want a decent experience for both gaming and video editing:

Wouldn't my 1tb external ssd (Samsung t5 usb c) be an adequate scatch drive?
Isn’t that where your project files are? External storage wouldn’t work effectively as a scratch drive anyway as it would be too slow.

You could remove the drive and put it in into the SATA bay in the laptop, but that's a waste of an expensive external drive. It will not perform well enough as a scratch drive externally.

It's up to you based on your priorities, either way it will reduce performance of either gaming or video editing, so you need to decide which is more important.

The 2070 won't give any better gaming performance, the 1660 Super is more than powerful enough for 1080p, anything over that is going to give the same experience, but the 2070 would last longer.

I would rather have extra gaming performance and i think the ryzen 5 3600 is enough for me to do video editing. Thanks all for you help!

I would seriously consider saving up the extra budget for the 3700X. Laptops are not so easy to upgrade so it's best to try and purchase it with every intended use considered.

The 2060 is WAY more powerful than what you're ever going to need but the 3700X would be put to some seriously good use.

The 2070 with the 3700X would be future proof and ideal but I completely agree that if compromise is required it should be the GPU over the CPU.
