RE the drives, I think you are right. These will be sufficient -- and much safer now you've explained ^^
My only question is cooling. Is there any reason not to get the very best liquid cooler? And the upgraded thermal paste? I am more than 1k under my budget so I would be happy to spend more for a quieter / faster machine
That is the very best liquid cooler. The more expensive ones just add an LCD screen on the CPU block. This looks pretty but doesn't help the cooling! What you want is the big radiator, which is what the H150i has.

The Corsair cooler also comes with very good thermal paste applied, so there's no need to buy more.

To make the machine quieter, the only real thing you can do is get better case fans. That's probably not needed, but if you do need to, it's an easy thing to fix after the fact, especially as PCS doesn't really stock quality case fans. But the reality is that, with a 13900K and a 4090, you aren't getting silence under heavy load!

Dwelling on your observation about noise... what if I got one of these liquid series things? Wouldn't that be quieter? Or is that all hype?

Might be quieter, a bit. But it's a lot more faff, and a lot more points of failure. It would need regular servicing. Really, unless you're majorly into maintaining the PC, I'd recommend against it.

The biggest advantage is that they look really good. The biggest downside is, well, honestly everything else.

Liquid Series builds tend to be much pricier for the same performance and I would suspect the sound level would be roughly similar.

Though also note that the Liquid Series builds do need proper maintenance on the custom loop - ie it will need a proper service of complete emptying, cleaning and refilling every 1-2 years - whereas the AIO's need none of that - PCS do offer a service plan for it but its far far more effort than an AIO
