Looks like defender found a reg value which had been setup to stop defender from restarting e.g. Not sure if Norton left it behind or somethere bit of malware,

I used Norton UninstallerNRnR from here: https://support.norton.com/sp/en/uk/home/current/solutions/v60392881 I used remove only. I ended up in the Local Group Policy Editor, had to turn defender back on - evening though it wasn't configured to be off.
