Is there any way I can format or completely wipe my ssd not in windows? Or if in windows, a safe way? I have the disc to re-install it I just want it wiped clean first.

You can't format the C drive from within windows.
You can format the C drive from your windows installation disk,as long as it's a windows7 or Vista disk regardless of the OS installed.
Follow the instructions on doing a clean install
Select the Custom (advanced) button.
Click the Drive options (advanced) link under the list of hard drives.
You will now see the option to Format, since your'e working from outside the operating system installed on your computer, you can now format C.
The C drive may not be labeled as such. If you have more than one partition listed in the list, be sure to choose the correct one,but the SSD should be obvious, you should be able to tell by the size of the drive.
After format is complete you can reinstall the OS.
