CPU Fan Making a High Pitched Ringing Noise?

So I got my PC from PC Specialist about a week ago and it's running fine so far. Only this morning it started to make this weird high pitched ringing noise that I never heard before from time to time, it wasn't constant. I opened the case and found out it was the left side of the CPU fan, or at least that's what I think it is. I'm not too sure what this means, as it only does it randomly for 10-20 seconds. Any ideas as to what this is? I also cleaned out the system in case of dust but nothing. Thanks!

P.S - The CPU fan I got was the Spire Gemini REV.3-Thermax HDT Twin Fan CPU Cooler.

One of my coolermaster Sickleflows in my rig sometimes does this. I think it's just a slightly dodgy fan. I read about somebody else on here having a problem with their fan on their Spire. It's possible it could have been a slightly dodgy batch sent to PCS?

Depending on how frequently it's doing it, you may want to get in touch with PCS :)
